Rudolph Clyde "Rudy" McCollum, Jr. (born November 28, 1955) is an American lawyer who served as mayor of Richmond, Virginia from 2001 to 2005.

Early life and education
Originally from Richmond, McCollum graduated in 1973 from Huguenot High School.
McCollum graduated from the historic Howard-history with B.A. in economics in 1978. Later, he received a Juris Doctor from the University of Maryland Law Faculty; he was accepted in the country bar in 1991.

Political career
In 1996, McCollum was first elected at the Richmond City Council. Member of the board for the Fifth District, he represents the most central part of the city. After three years in office as Deputy Mayor, it was announced in late 2001 that he would replace the outgoing Mayor, Tim Kaine, who was elected Lieutenant Governor in the November election.
McCollum was sworn in as Richmond's 77th Mayor on September 11, 2001. He was the last Richmond mayor appointed by a nine-member city council before a 2004-elected referendum adopting the mayor-in-a-kind government. Under this new system, the mayor was not appointed but elected by popular vote.
Opting to run for a second term, McCollum received a very low percentage of the vote, losing to ex-governor L. Douglas Wilder by a margin of more than 60 percent. Nevertheless, McCollum's approval was still quite high when he left the office. Many consider his defeat as a combination of Wilder's lack of campaign and reputation.
Post-mayor
McCollum has held a number of positions since his failed election bid. In 2006, he founded his own law firm, where he is currently practicing bankruptcy and divorce law. Until 2011, he was a member of the Parole Board of Virginia.
Asked about the possibility of re-entry to politics, he said, "My first priority now is to get my children out of my house and prepare them for the world they must live in. That's certainly my two most important constituencies - or three, with my wife. "
